I Think "FOLD FOR SAFE WI-FI DISCONNECTION" Means that you can disconnect safely from the Nintendo-Wifi servers without having any problems, for any of you that have AR codes on at the time..

I think you close your DS screen and it safely disconnects you from Wi-Fi. And most likely yes, because there are usually codes for each region.
